Is it permissible to deal with an American store that requires an annual payment of $30 to obtain an identification card for entering the store and making purchases from it?

It is forbidden to deal with stores that require an identification or discount card for a specific price, as this involves six Sharia (definition)-prohibited matters: ignorance (Jahala) and deception (Gharar (definition)), unlawful acquisition of wealth, enticement and deception and extortion of money, causing disputes, harming non-participating merchants, and the circulation of money among a specific group of merchants. The Permanent Committee for Scholarly Research and Ifta has issued a fatwa (definition) prohibiting them due to their inclusion of harm and gambling, and Sheikh Muhammad Salih Al-Uthaymeen also ruled them unlawful because they fall under the principle of Maysir (definition) (gambling).
