What is the ruling on working in a public institution that encourages young people to benefit from state privileges to obtain usurious loans, if my role is limited to guidance and information without interfering in the lending process between the bank and the project owner?

If the state does not help young people except through usurious loans, then it appears that establishing projects through which they obtain usurious loans is considered a form of aiding in sin and is prohibited, due to the general meaning of His Almighty's saying: "And do not cooperate in sin and aggression."
