Is it permissible to take free formula milk from the state and donate it, despite not needing it and buying better milk?

If the milk is truly your right from the state, then there is no harm in taking it and disposing of it through gifting or other means, whether you are in need of it or not. However, if the state only gives milk to those in need, then you have no right to take it as long as you are not in need.
