What is better: building a new mosque where no collective supplication (du'a) or Fajr qunut is performed, or not building it to avoid discord and division among Muslims?

Allah commanded Muslims to unite and forbade them from disunity. Building a mosque next to another is not permissible except under two conditions: not intending to harm the first mosque, and there being a need for it, such as it being too small. Ijtihadi (matters of independent reasoning) issues—for which there is no definitive text or consensus—are not considered a reason to build another mosque. Disunity due to such matters should be avoided, and keenness on Muslim unity should be maintained, clarifying the Sunnah with gentleness and leniency.
