Are Muslims the worshipers who are heedless of their prayers, or the hypocrite polytheists who do not pray?

The exegetes differed regarding the meaning of the Almighty's saying: "So woe to those who pray, [but] who are heedless of their prayer." Some said they are the hypocrites who pray openly but do not pray in secret. Others said they are negligent and lenient Muslims concerning the performance of prayer, such as those who delay it beyond its time, or do not complete its bowing and prostration, or do not care whether they prayed or not, or are unmindful and negligent of it, or pray it for show and do not regret it if they miss it.
