It is permissible to use a vessel that is partially broken for eating. The proof for this is that the Prophet (peace be upon him) and his companions ate from a broken bowl, and the Prophet (peace be upon him) did not order it to be discarded; rather, he left it to be used.
As for drinking from the cracked part (the break) of a cup or vessel, the Messenger of Allah (peace be upon him) forbade that, and this is a prohibition of dislike (karaaha) according to the imams of Islam.
