The basic principle is that hotel guests are entrusted with the luggage, so it is not permissible to take anything from it except with the administration's permission. The wealth of non-Muslims is inviolable, and it is not permissible to transgress against it, except for the wealth of the belligerent disbeliever. Even if a belligerent disbeliever enters Muslim lands with a guarantee of safety or a truce, it is forbidden to harm their lives or their wealth.
