Is it permissible to give zakat to a disabled, needy brother who sometimes curses religion, or to his righteous wife, and is it permissible to give it to a needy relative who smokes?

Cursing the religion is disbelief (kufr), and it is not permissible to give zakat to one who curses the religion until he repents and returns to Islam, because zakat is not given to a disbeliever by consensus. If he repents, it is permissible to give him zakat if he is poor or needy.

As for giving zakat to his wife, if she is sufficiently provided for by her husband's maintenance, then it is not permissible to give it to her. If his expenditure on her becomes difficult due to his poverty, then it is permissible to give it to her.

As for giving zakat to a smoker, it is permissible if he is deserving.
