The verses of the Quran were revealed in stages (over periods), and the verses within the surahs were arranged by order of the Prophet, peace and blessings be upon him, and not according to the order of revelation. Ibn Abbas reported that Uthman ibn Affan explained that the reason for not writing the Basmala between Al-Anfal and Bara'ah is that Al-Anfal was among the first chapters revealed in Medina, and Bara'ah among the last. Due to the similarity of their stories, the Companions thought they were one, and the Messenger of Allah, peace and blessings be upon him, did not clarify otherwise before his death. Scholars have unanimously agreed that the arrangement of the verses is divinely ordained (tawqifi) from the Prophet, peace and blessings be upon him.
