We advise the questioner to consult the scholars in their country to examine the circumstances of the matter and determine whether the mentioned words indicate an engagement (khitba) or a valid marriage contract (aqd shar'i). The uncle's statement, "So-and-so came seeking the hand of your esteemed daughter," could imply either an engagement or a marriage proposal. The father's statement, "I accept So-and-so as a husband for my daughter," requires an examination of his intention. We also advise expediting the matter and not delaying the marriage unless there is a clear excuse, and that the father should not seek to annul the engagement, in light of the : "There are three things that should not be delayed: prayer when its time comes, a funeral when it is ready, and a widow (or divorced woman) when she finds a suitable match."
