Is it permissible to sell a post-dated check for less than its value to pay the wages of poor workers affected by delayed salaries in Palestine?

Selling a check for less than its face value in cash is impermissible (haram), whether it is to a Muslim or a disbeliever, and whether the purpose is to benefit from its price or to pay workers' wages, because it involves usurious dealings. Alternatively, one can borrow money and mortgage the check to pay the workers' wages.
