Is it permissible to pray underwater while wearing oxygen tanks and being unable to recite the Quran? And is this prayer considered complete or incomplete?

If a worshiper in diving gear is unable to place their forehead or nose on the ground during prostration due to diving goggles or an oxygen tank, their prayer is not valid except in cases of necessity. The verbal pillars of prayer (Takbirat al-Ihram, reciting Al-Fatiha, the final Tashahhud, and the Taslim) require moving the tongue and lips and the worshiper hearing themselves. If the worshiper underwater cannot move their tongue and pronounce the letters, their prayer is invalid, and they must come above water to pray within the time, or combine the prayers if combining is permissible for them. However, if they are excused and compelled to remain underwater, and there is not enough time left to surface, they should perform the Takbir and recite in their heart, and their prayer is valid in this case.
