"Combining prayers due to cold is not unanimously prohibited. The Hanbalis permitted it for severe, cold winds. As for the narration from Umar ibn Abd al-Aziz, its authenticity has not been established. The rain that permits combining prayers is that which wets the clothes. The Malikis permitted combining prayers for anticipated rain."
