Is he who pays the electricity bill for a house in which his family watches TV series, movies, and matches, sinful?

There is no harm in helping your father by paying the electricity bill. This is an act of filial piety and benevolence. The fact that your siblings watch TV series does not negate this, because the assistance is for the father and the primary benefit of electricity is permissible. It is incumbent upon the father to advise his children and prevent them from engaging in forbidden acts, as Allah Almighty says: (O you who have believed, protect yourselves and your families from a Fire whose fuel is people and stones) and as the Prophet, peace and blessings be upon him, said: (All of you are shepherds, and all of you are responsible for your flock).
