Is a student required to pay Zakat on the money remaining with him, designated for completing his studies in another country, if he is suspended from studying?

One-quarter of one-tenth (2.5%) of the saved money that has reached the nisab and upon which a full Hijri year has passed must be given as zakat. Giving zakat is a means of facilitating matters and improving conditions, and charity does not diminish wealth; rather, it increases and develops it, as Allah Almighty says: "And whatever you spend of anything, He will compensate it; and He is the best of providers."
