Is it permissible for the Friday preacher to eulogize a deceased person on the pulpit during the sermon and ask the worshippers to pray for him?

There is no religious impediment to announcing the death of a deceased preacher during the sermon (khutbah (definition)). It is authentically reported that the Prophet, peace and blessings be upon him, spoke during the khutbah when there was a need, giving commands and prohibitions. This indicates the permissibility of speaking during the khutbah when necessary, whether for the preacher or others. As for supplicating for the deceased, the preacher's recommendation to the congregants to supplicate for him is permissible. However, the congregants' supplication for the deceased during the khutbah is not legislated, as they are commanded to listen attentively. As for the preacher's supplication for a specific person during the khutbah, there is a difference of opinion: some scholars, like the Hanbalis, consider it permissible, while others, like the Shafi'is and Malikis, consider it not recommended.
