Paying zakat to him is more virtuous, for the Prophet, peace and blessings be upon him, said: "Charity given to a poor person is charity, and charity given to a relative is two: charity and upholding ties of kinship." He should be given from zakat what suffices his needs. Your zakat for the sick person is valid if he cannot find the expenses for treatment and meets the definition of poverty. Expediting zakat is permissible for a period not exceeding two years. It is permissible to pay zakat to a debtor who is unable to repay his debt, because he is among those in debt.
