What is the ruling on a wife who refuses to travel with her husband and their infant son to the country where he is studying, fearing war, which deprives the father of his son?

Allah has legislated rulings that preserve the marital bond, among them the husband's guardianship (qawamah) and obedience to him in what is good (ma'ruf). It is permissible for a husband to move with his wife from one country to another, even if she dislikes it, provided that the country and the journey are safe, and she is not cut off from her family. If these conditions are met, she must obey her husband. However, if the conditions are not met, such as the country being unsafe or her news being cut off from her family, then she has the right to refuse. And if she fears the harm of an anticipated war, she has the right to refuse to travel.
