Is it permissible to learn music in order to use it for the recitation (tartil) of the Quran and tajwid?

Learning music and using it is forbidden, due to what has been reported from the Prophet (peace and blessings be upon him) regarding the prohibition of musical instruments. Furthermore, reciting the Quran with music is forbidden and contradicts the proper reverence due to the words of Allah Almighty. Ibn al-Qayyim, in "Zad al-Ma'ad," detailed the types of chanting the Quran, distinguishing between what was natural and spontaneous, which is permissible and praiseworthy, and what was artificial, requiring effort and training in specific tunes and rhythms, which is blameworthy and disliked. He affirmed that the Salaf were free from reciting with artificial musical melodies.
