What is the ruling on wearing the thin piece of cloth on the shoulders (the "mishlah") which is considered an adornment and does not make the jilbab tight?

The legal hijab does not have a specific form; rather, anything that fulfills the legal conditions is a permissible hijab. If the mentioned garment is an adornment that attracts men's attention, then it is not permissible to wear it, as it contradicts the intent of the Sharia for a woman to conceal her adornment, due to the Almighty's saying: "And not display their adornment."
