Is it necessary to scoop water with the hand to wash the hands and feet, or is it sufficient to pour water from the tap?

The obligation in ablution (Wudu') is to spread water over the entire limb being washed. This can be achieved by any method that delivers the water, whether by scooping it manually, or by another person pouring it, or by water flowing directly from the tap. Standing under a spout or rain is also sufficient, provided the water reaches the limbs that must be washed.
