Does the "security" mentioned in the Quran and Sunnah mean the prohibition of killing within the Sacred Precinct, and not a promise of material security?

The Quran and Sunnah state that Makkah Al-Mukarramah is a secure land, and that the Dajjal (Antichrist) will not enter it, while the security of the Haram (Sacred Sanctuary) has multiple meanings:

1. Security in Pre-Islamic Times (Jahiliyyah): The security of the Haram from destruction and divine punishment. The security of those who entered it from killing and assault, even if one had killed his own father. 2. Security in Islam: The security of the people of Makkah from the tribulation of the Dajjal. Security as a religious injunction to secure everyone who enters the Haram, not merely a statement about reality.

Scholars have concluded that historical periods of chaos and killing in the Haram do not contradict these meanings; either the security was a report about the pre-Islamic period, or a religious injunction to secure it.
