What is the ruling on someone who closes a public road due to fear of an accident, thereby inconveniencing others and forcing them to take long and troublesome detours, without regard for their feelings and refusing to backtrack on their action despite the demands of the locals? And does Islam permit such behavior?

The road is a right of passage for pedestrians, and no one is permitted to dispose of it in a way that obstructs its function. Therefore, it is not permissible to close public roads, divert them, narrow them, or place anything that harms passersby on them, such as building a latrine, a water spout (mizab), or a shop. If anyone innovates any of these things, people have the right to demand its removal, even if they have not been harmed. It is forbidden to move a public road from its place; rather, it is considered a grave sin.
