Is it permissible for a wife to wear for her husband at home trousers with a short top that does not exceed the top of the trousers in length, taking into consideration previous fatwas that permit wearing trousers for the husband, and others that prohibit women imitating men in clothing?

A condition for women's clothing—whether trousers or other garments—is that it should not involve imitation of men. If the trousers a woman wears in front of her husband do not involve imitation of men, then it is permissible for her to wear them. The mere fact that they are short does not mean they involve imitation of men.
