It is permissible to give to a poor or needy orphan. A poor person is one who has no income or whose income is insufficient. Giving zakat to a poor relative is better, as it is both charity and a bond of kinship. In addition to this, there is the virtue of showing kindness to an orphan, which softens the heart and removes its hardness.
