The answer

It is not permissible for a Muslim to kill a protected non-Muslim (kafir mu'ahad), and whoever kills him will not smell the fragrance of Paradise. The majority of scholars are of the view that a Muslim is not killed in just retaliation (qisas) for killing a non-Muslim, based on the saying of the Prophet, peace be upon him: "A Muslim is not killed for a non-believer." The opinions of scholars differed regarding the amount of blood money (diyah) for a Hindu, and the majority are of the view that it is one-third of one-fifth of the blood money for a Muslim.
