Is stealing, like killing, subject to the right of the victim to drop the claim for the implementation of the Hadd (amputation of the hand) on the thief?

Forgiving the thief is possible and recommended before his case is brought to the ruler, and in that instance, the cutting penalty is waived. However, once his case is brought to the ruler, the cutting penalty is not waived, and forgiveness is not permissible, due to the hadith of Safwan ibn Umayya: "Why not before you brought him to me?", and the hadith: "Forgive each other the punishments among yourselves, for any punishment that reaches me has become obligatory."
