The time when Zakat becomes obligatory is upon the completion of a full year (hawl). It is permissible to delay it for a short period for a benefit, such as giving it to a needy relative. However, it is not permissible to delay it to coincide with Ramadan, nor is it permissible to give Zakat to the wealthy, nor to one's parents if their maintenance is obligatory. It is recommended to prioritize poor siblings, and it is permissible to give a single poor person more than the Zakat نصاب (minimum threshold).
