The answer

is not obligatory on the boat itself. Rather, it becomes obligatory on the price of the catch if it reaches the (minimum threshold) by itself, or by adding money or trade goods to it, and a full lunar year (hawl) passes on it. The nisab for Zakat on banknotes is the equivalent of 85 grams of gold or 595 grams of silver, and what must be given is a quarter of a tenth (2.5%). It is permissible to pay Zakat on all wealth after the passing of a full lunar year on the first nisab you owned, and all of it is subject to Zakat. However, if the boat was purchased with the intention of trade, then it is subject to Zakat on trade when a full lunar year passes, by assessing its value and paying a quarter of a tenth from it.
