Why did Waraqah ibn Nawfal specifically mention the 'Namus al-Akbar' (the Great Nāmūs) who came to Moses, and not Jesus (peace be upon him)?

Ibn Hajar, in Al-Fath, mentioned a justification for Waraqah ibn Nawfal's statement, "This is the namus (angel of revelation) who was sent down to Moses by Allah," as follows: either because the book of Moses contained more legal rulings unlike that of Jesus, or because Moses was sent with vengeance against Pharaoh and his people, just as what happened with the Prophet (peace be upon him) and Abu Jahl, or because the descent of Gabriel upon Moses is agreed upon by the People of the Book. It was narrated in a narration by Abu Nu'aym, "He was sent down to Jesus," and both are correct.
