When are the last verses of Surat al-Baqarah to be recited, when is "I seek refuge in the perfect words of Allah from the evil of what He created" to be said, and when is "In the name of Allah, with Whose name nothing whatsoever on Earth or in the heaven can inflict harm; He is the All-Hearing, the All-Knowing" to be said?

Reciting the last two verses of Surat Al-Baqarah should be done at night. Among the meanings of "they will suffice him" is that they will suffice him from performing the night vigil (Qiyam al-Layl) or from (extra) Quran recitation. Alternatively, they will suffice him against all evil and the wickedness of devils among jinn and humans. The supplication, "A‘udhu bi kalimatillahit-tammah" (I seek refuge in the perfect words of Allah), is to be recited upon entering any place, and it is also recited in the morning and evening. Similarly, the supplication, "Bismillahil-ladhi la yadurru ma‘as-mihi shai'un fil-ardi wa la fis-sama'i" (In the Name of Allah, with Whose Name nothing on earth or in the heavens can cause harm), is to be recited three times in the morning and evening.
