The guardian does not have the right to prevent a woman from marrying a suitable match whom she accepts with a dowry less than the customary dowry for women of her status; otherwise, he would be an oppressor. In such a case, she has the right to refer her matter to the judge to marry her off or order her guardian to do so. If the intention behind "reciting Al-Fatiha" is the legal marriage contract, then the father does not have the right to prevent the husband from consummating the marriage with his wife, even if the dowry has not been paid, as long as the wife is mature and consenting.
