Does Salatul-Istikhara make one decision easier and another more difficult, or does Allah inspire the decision that is best when choosing between two possible options?

It is recommended for the questioner to seek Allah's guidance (istikharah) regarding accepting or rejecting the scholarship. Then, they should proceed with their matter. Whatever is good for them, Allah will facilitate it, and if not, He will turn it away from them.
