What is the ruling on opening a computer company based on the strong presumption that 80% or 90% of people will use it for illicit purposes, taking into consideration that not selling these devices might hinder scientific progress?

It is not possible to prohibit the sale and manufacture of computers, which have become an urgent necessity in people's lives today, on the pretext of their use in unlawful acts. If this principle were to be consistently applied, many things upon which people's interests depend would be prohibited, and this is not affirmed by the Sharia, which came to bring about benefits. The abstention from selling devices to someone known to use them for disobedience should remain within a narrow scope and specific cases, without absolute prohibition.
