If you predominantly believe that the person requesting the flash drive will not use it for unlawful purposes, there is no harm in giving it to him. But if you predominantly believe that he will use it for unlawful purposes, and you give it to him, then you are a partner with him in sin, because you aided him in his action, as Allah Almighty says: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression." You should be firm in upholding the truth, remind these people of the danger of unlawful acts and lying, and choose your friends carefully based on righteousness, piety, and love for the sake of Allah.
