Is the statement made by the utterer at the time of repentance: "I will not do a certain thing again," considered a covenant with Allah?

Vows and covenants are only formed through a formula indicating them, such as saying: "I covenant with Allah concerning such and such." As for merely saying: "You will not do such and such," it is not considered a covenant upon which the rulings of a covenant are based.
