Does the divorce take effect with the saying "You are divorced" after the intention to say "I will divorce you thrice" and then stopping, fearing the divorce would take place?

The husband's statement "I will divorce you with three [talāqs]" is a promise and does not constitute a divorce. As for the statement "You are divorced," it is an explicit pronouncement that effects one divorce. Scholars differ on whether it effects three divorces if intended. If the husband intended to say "You are divorced with three [talāqs]" but omitted "with three [talāqs]," only one divorce takes place.
