What is the ruling on manufacturing bank credit cards for usurious banks?

It is not permissible to manufacture credit cards for riba-based banks because it involves assisting in forbidden transactions, and aiding in disobedience to Allah is forbidden, as Allah Almighty says: "And do not cooperate in sin and aggression." The one who aids in sin is a partner in it, due to the hadith cursing the one who consumes riba, the one who feeds it, its scribe, and its two witnesses.
