Why did the verse in Surat Adh-Dhariyat: "So flee to Allah. Indeed, I am to you from Him a clear warner" not begin with (Say), even though the statement: "Indeed, I am to you from Him a clear warner" is on the tongue of the Messenger, may Allah's prayers and peace be upon him?

The word "Qul" (Say) is often omitted in the Quran for brevity and because the context of the speech indicates it, as mentioned by Al-Tahir ibn Ashour in his exegesis "Al-Tahrir wa Al-Tanwir" regarding the verse: "So flee to Allah." He estimated the wording as "So say: Flee," because the context of "Indeed, I am to you from Him a clear warner" indicates that this is the speech of a speaker. The omission of "Qawl" (saying/speech) is very frequent in the Quran and is a form of conciseness.
