Commentators have pointed this out, such as Al-Wahidi's statement: "And whoever recites with a kasra [in 'Salamun'], implies the verb 'qāla' [said]; as if it were: (He called out to them, and said: 'Indeed, Allah...') so he omitted 'qāla'." An example of this is: ﴿وَالْمَلَائِكَةُ يَدْخُلُونَ عَلَيْهِمْ مِنْ كُلِّ بَابٍ سَلَامٌ عَلَيْكُمْ﴾ [Ar-Ra'd:23-24].
