A woman's hair is considered 'awrah (that which must be covered), and it is not permissible for her to uncover it before men. It is not permissible to remove the to obtain a study visa, as the quality of education is not an excuse or a necessity that permits this. One must fear Allah and adhere to the Sacred Law.
