Is Zakat due on a silver belt every year or once, and is Zakat waived if it is used for adornment within the house?

If the belt is for adornment, then the majority of scholars do not obligate Zakat on gold and silver jewelry. It is permissible for women to adorn themselves with silver, and likewise, a silver ring for men is permissible by consensus. However, if it is solely for ownership, then Zakat is due on it every year, provided a full year has passed and it reaches the silver nisab (595 grams). As for using it to decorate the house, it is impermissible, as it involves forbidden extravagance, and Zakat becomes obligatory on it because it is an impermissible use.
