Is Zakat obligatory on silver frames and ornamental objects, and on trays and mirrors with silver frames, if it is difficult to assess their value?

It is not permissible to use ornaments made of abundant silver, and it is disliked to use them if they are scarce. Abundant refers to that which covers an entire part of something, and scarce refers to that which is less than that. Silver must be separated from ornaments and utilized in what is permissible. Zakat is obligatory on this silver, and its amount is a quarter of a tenth. If there is doubt about the weight, the higher amount should be considered.
