Is Zakat obligatory upon a woman who owns gold and silver for adornment, neither of which individually reaches the nisab?

Zakat is obligatory on jewelry. There is no zakat for someone who owns gold and silver if neither of them reaches the nisab (minimum taxable amount), even if their combined total reaches the nisab.
