Does the single rak'ah that the Imam prayed forgetfully during the Tarawih prayer suffice for the Witr rak'ah?

A single rak'ah is not sufficient for the Imam to fulfill the Witr prayer if he did not intend it, but rather limited himself to it out of forgetfulness, as Witr requires a specific intention. Therefore, this Imam must perform the Witr prayer in a sufficient manner, and he is not obligated to perform Witr with a single rak'ah; rather, he may perform Witr with as many as he wishes, such as three, five, or seven.
