What is the ruling on someone who committed sodomy in Ramadan—without being in a state of fasting, and without penetration or ejaculation occurring—and what is the ruling on the boy who was sodomized?

Committing homosexual acts is among the most heinous crimes, and it is a perversion of the natural human disposition (fitra). The people of Lut deserved severe punishment because of it. The Companions (may Allah be pleased with them) unanimously agreed on executing the perpetrator of this act. Whoever commits this sin must offer sincere repentance. Neglecting prayer and fasting are grave major sins, and if sodomy is added to them, the matter becomes even worse. One should offer sincere repentance and regret their shortcomings, for Allah forgives all sins. The days that were missed for fasting must be made up. What happened with the boy is not sodomy in the Shar'i sense because penetration did not occur, but it is absolutely forbidden. If the boy was compliant and an adult, he bears a similar responsibility to yours, and he must also offer sincere repentance.
