What is the religious ruling on dealing with a wife who refuses to abstain from mingling with a woman of bad conduct, and takes her daughters to meet with her, given the legal restrictions that prevent the husband from intervening by force?

Allah has made the husband the maintainer (qawwam) over his wife; he is her head, her ruler, and her discipliner. He is responsible for the care of his household and preventing their corruption. If the wife is living with a friend, the husband must prevent her from communicating with her or taking the daughters to her, and she must obey her husband in this; otherwise, she is disobedient (nashiz). If the law prevents the husband from exercising his guardianship, he should emigrate to a Muslim country to protect his family. If the wife does not straighten up and emigration is not possible, then he should divorce her, for there is no good in keeping her. In that case, she has no right to the custody of the daughters due to her lack of trustworthiness over them.
