How does a Muslim perform ablution if he is unable to use his hands or finds it difficult due to a splint on them?

If a person is unable to perform ablution (wudu') by himself due to a fracture or cut in his hands, and he finds someone to perform ablution for him, either voluntarily or for a fee he can afford, then it is obligatory for him to do so. However, if he does not find someone to perform ablution for him except for a fee he cannot afford, or if he does not find anyone to hire, then he should pray according to his condition. If he finds someone to perform tayammum (dry ablution) for him but not wudu', then tayammum becomes obligatory for him. In the case of a splint or cast on the hands, the person performing ablution for him should wipe over the splint and wash the rest of the ablution parts.
