Is the ruling on making three-dimensional figurines from clay of cartoon characters or real people in cartoon form one of permissibility or impermissibility?

If the figures are for children to play with and entertain themselves, then they are permissible. But if they are for decoration and collection, then they are not permissible, even if they are in the form of cartoon characters.
