Is it permissible to grant an Ijazah (certification) to a reciter of the Qur'an who has mastered proper recitation, without having memorized the entire Qur'an?

There are two types of Quranic ijazah (certification): a general ijazah, which permits its holder to grant ijazah to others and requires reading from memory (ghayb), and a special ijazah, which does not grant its holder this permission and does not require memorization, but rather mastery and precision, with an indication that the reading was from the mushaf (copy of the Quran).

A proficient person is permitted to teach the Quran even if they do not have an ijazah, as ijazah is not a prerequisite for being qualified to teach. Rather, it is a convention to indicate the eligibility of the holder of the ijazah.
